In English it says: "How come you were saying I said there was a ship inbound?"
What the true meaning of the saying is: "I would like to point out that the quote you attributed to me is either totally false or misremembered."
You can use it in various ways. It can also be used as a greeting. Come to think of it, it sometimes can substitute entire conversations.
The place I come from is quite isolated, maybe that's a factor.
